December 2022: Amid reports of irregularities in PMAY, the West Bengal administration directs district magistrates to ensure that the beneficiary list is ready by December 31.

After the first state government’s verification drive, it was revealed that around 17 lakh ineligible people somehow got a place in West Bengal’s PMAY list.

In 2018, around 56 lakh beneficiaries were in the PMAY list. But after the start of the campaign, it came down to 39 lakhs. This means that 30% of the names have been deleted from the list.

In a meeting, the chief secretary of the state H.K. Dwivedi expressed concern that the names of 84% of PMAY beneficiaries are yet to reach the Navanna State Secretariat. The Center has directed the West Bengal government to submit the complete beneficiary list (excluding names of ineligibles) by December 31 to get funds under the scheme. Dwivedi also said that construction of houses under PMAY should be completed within three months of release of funds. Also, geotagging has been made mandatory during the manufacturing process.

50 beneficiaries received registry papers under PMAY in Kanpur

December 2022: KDA (Kanpur Development Authority) organized a 3-day event in memory of former Prime Minister Late Shri Atal Bihari Vajpayee. The event was held from December 23 to December 25 under the supervision of KDA Vice President Arvind Singh.

On the first day of the programme, officials provided flat registry papers to around 50 beneficiaries of PMAY (Pradhan Mantri Awas Yojana). These flats are located in Ram Ganga Enclave in Mahaveer Nagar Scheme.

On the second day i.e. December 24, Kanpur Development Authority officials gave benefits to ex-servicemen serving in KDA after retirement and issued 45 transfer letters.

Many beneficiaries are happy to receive the registry papers during the event. PMAY beneficiary Sunita Nishad said, “I am very happy today as my dream home has come true. Now we’ve a roof over our heads.”

How does the Pradhan Mantri Awas Yojana (Pradhan Mantri Awas Yojana 2023-24) work?
An example to understand properly:

Let’s say you fall into the MIG-II category (ie your total family income is between Rs 12-18 lakhs). You are thinking of buying a house for Rs 50 lakh. Your minimum down payment will be 20%, i.e. Rs 10 lakh, and you can repay the loan of Rs 40 lakh.

However, under PMAY 2022, MIG-2 category applicants are eligible for 3% subsidy on loans up to Rs 12 lakh. So, for the remaining Rs 28 lakh loan, you have to pay the regular (non-subsidized) interest rate to the lender.

Pradhan Mantri Awas Yojana Subsidy Calculation

As seen from the table above, the subsidy you are eligible for is around Rs 2.3 lakh. So, from the loan amount of Rs.12 lakh, your subsidy of Rs.2.3 lakh will be deducted and you will pay EMI on the remaining amount of Rs.9.7 lakh. In other words, the subsidy is already credited to the beneficiaries account, thereby reducing the effective house construction amount and EMI amount.

What are the main components of Pradhan Mantri Awas Yojana 2023?

In order to benefit more people from this scheme, the government has made the following four components based on their income, economic status and land availability.

1. PMAY – CLSS (Credit Linked Subsidy Scheme)

Lack of finance and low availability of affordable houses are the major reasons for shortage of housing availability in India. To tackle this problem, the government introduced the Credit Linked Subsidy Scheme (CLSS) under the Pradhan Mantri Awas Yojana to realize the need to subsidize home loans, so that the urban poor can build or buy their own houses.

2. In-Situ Slum Redevelopment (ISSR)- PMAY

In-situ redevelopment plan aims to rehabilitate slums in collaboration with non-governmental organizations by providing houses to people living in disadvantaged situations using land as a resource. While the respective states or union territories will decide the beneficiary contribution, the house price will be fixed by the central government.

Under this project:

  • Under this scheme, financial assistance of Rs 1 lakh will be given to eligible slum dwellers for construction of houses.
  • Private investors will be selected through a bidding process (whoever offers the best price for the project).
  • Temporary accommodation will be provided to slum dwellers during construction.

3. Affordable Housing in Partnership (AHP) – Pradhan Mantri Awas Yojana 2023

The objective of the scheme is to provide assistance up to Rs 1.5 lakh from the central government to the families coming under EWS and to build a house. States / Union Territories may collaborate with private organizations or institutions for such projects

Under this project:

  • States / Union Territories will fix a higher price limit for houses offered to buyers under EWS
  • Carpet area is considered while pricing manufactured homes to make them affordable.
  • There will be no profit limit on houses constructed by States / Union Territories without the participation of private parties.
  • In case of private developers, States/UTs will determine the sale price using a transparent method based on Centre/State/ULB incentives.
  • Central Government grant will be available only for those housing projects where 35% of the total number of houses constructed are for EWS.

4. Beneficiary Led Construction / Extension of Private Houses (BLC)- Pradhan Mantri Awas Yojana 2023

This scheme is for those families coming under EWS who could not take advantage of the previous three schemes (CLSS, ISSR, and AHP). Such beneficiaries can avail financial assistance of up to Rs 1.5 lakh from the central government for construction or renovation of an existing house.

Under this project:

  • The central government will provide assistance ranging from Rs 70,000 to Rs 1.20 lakh in plain areas and Rs 75,000 to Rs 1.30 lakh in hilly and remote areas.
  • Providing personal and other identification documents (relating to land ownership) is mandatory under local bodies (ULB).
  • Residents of other slums that have not been rehabilitated can avail this policy if they have a kachcha or semi-pucca house.
  • The state will develop a program to monitor construction progress using geo-tagged images.
